WASHINGTON (CNN) -- The CIA has rejected former Vice President Dick Cheney's request to declassify records of abusive interrogations of suspected terrorists, a spokesman for the spy agency said Thursday.
Former Vice President Dick Cheney sought the declassification of documents on terrorist suspects.
In a written statement, CIA spokesman Paul Gimigliano said the two documents Cheney requested are the subject of two pending lawsuits seeking the release of documents related to the interrogation program and cannot be declassified.
"This request was handled in accordance with normal practice by CIA professionals with long experience in information management and release. It was for them a straightforward issue," he said.
The former vice president will appeal the ruling, an aide said.
Cheney has said he wants the documents released so there can be a more "honest debate" on the Bush administration's approval of "alternative" interrogation techniques against suspected terrorists. He argued that those techniques provided valuable intelligence that saved American lives, but critics say they amounted to the illegal torture of prisoners in U.S. custody.

but he signed off on no more waterboarding ..he released the details about waterboarding ..but not the info we got ..why??? cause the info legit .. secondly this is all from 2004 or 2005..and if the info was that good that they are still pursuing it then ..Cheney is right on target .. its the only reason they wont release it .. it will make bush/cheney look good

I dont buy that BS excuse for a minute, but even if it were true its kind of irresponsible to declassify info without declassifying it in its entirety. They shouldve have waited to decalssify anything unti after these "lawsuits" were finished. Very irresponsible and certainly not transparent. They had ulterior motives for releasing only part of the info....thats pretty clear.

Cheney authorizing waterboarding of an Iraqi soldier in order to get info on the (nonexistant) link between saddam and osama. wow oh wow, can you imagine a VP authorizing toture of a POW (not a terrorist detainee) NOT to keep America safe from a future attack but to get critical information to backfill the evidence gaps for the reason to go to war........ wowzers. House Speaker Nancy Pelosi's extraordinary accusation that the Bush administration lied to Congress about the use of harsh interrogation techniques dramatically raised the stakes in the growing debate over the Bush administration's anti-terrorism policies even as it raised some questions about the speaker's credibility.
Pelosi's performance in the Capitol was either a calculated escalation of a long-running feud with the Bush administration or a reckless act by a politician whose word had been called into question. Perhaps it was both.
For the first time, Pelosi (D-Calif.) acknowledged that in 2003 she was informed by an aide that the CIA had told others in Congress that officials had used waterboarding during interrogations. But she insisted, contrary to CIA accounts, that she was not told about waterboarding during a September 2002 briefing by agency officials. Asked whether she was accusing the CIA of lying, she replied, "Yes, misleading the Congress of the United States."
Washington now is engaged in a battle royal of finger-pointing, second-guessing and self-defense, all over techniques President Obama banned in the first days of his administration. Both sides in this debate believe they have something to prove -- and gain -- by keeping the fight alive.
Both sides have champions and villains. Pelosi has become a lightning rod for criticism from conservatives, and a hero to the left, much as former vice president Richard B. Cheney has become a target of the left and the darling of many on the right.
The speaker's charges about the CIA's alleged deception and her shifting accounts of what she knew and when she knew it are likely to add to calls for some kind of independent body to investigate this supercharged issue, though Obama and many members of Congress would like to avoid a wholesale unearthing of the past at a time when their plates are full with pressing concerns.
Closing the books on the George W. Bush years has proven harder than anyone imagined -- certainly harder than Obama hoped. The intensifying argument over what the CIA told Pelosi and when comes on top of the debate over whether any Bush administration officials should face legal action for their roles in authorizing or implementing the interrogation policies and whether a national commission is needed to get to the truth.
The speaker's discomfort was evident yesterday as she was grilled by reporters for the first time since the CIA issued information suggesting that she and others were told about the use of the techniques, including waterboarding, at a classified briefing on Sept. 4, 2002. Pelosi was then the ranking Democrat on the House intelligence committee.
The CIA said the briefing included Pelosi and then-Rep. Porter J. Goss (Fla.), who was the committee chairman at the time and who later became CIA director. Two House aides also attended. The CIA's account said the subject was enhanced interrogation techniques and the particular methods used on Zayn al-Abidin Muhammed Hussein, better known by the nom de guerre Abu Zubaida.
Five months later, on Feb. 5, 2003, after Pelosi had left the intelligence committee, the CIA briefed the panel's chairman and ranking minority-party member on the detainee interrogation program. Pelosi said her aide Michael Sheehy, who attended that briefing as well as the September briefing, told her that agency officials said they had used waterboarding in some cases. "He said that the committee chair and ranking member and appropriate staff had been briefed that these techniques were now being used," she said yesterday. "That's all I was informed."
Conservatives say that, if Pelosi was so opposed to torture, she should have spoken out forcefully when she learned that these techniques were being employed. Her failure to do so then leaves her in a weakened position to protest now, they argue. An op-ed article by senior Bush White House adviser Karl Rove in yesterday's Wall Street Journal asked directly: "So is the speaker of the House lying about what she knew and when? And, if so, what will Democrats do about it?"
Pelosi gave some ground on the question of whether she had been informed that waterboarding was being used -- though by her account she did not learn about it until February 2003, rather than in 2002, and then only from her aide. Instead of registering her protest to the administration, she said, she set out to help Democrats win control of Congress and elect a Democrat as president.

They released, not leaked, the torture memos because that showed how policy was being formed by our government, and it was because the ACLU would have won the case for them to be released anyway. What cheney wants, and dont get it twisted, he is only asking for a couple documents and a couple pages from those documents (presumably because a small cut of anything might look huge but in context might mean little). So in fact, EVERYTHING, would need to be released to get an idea of the whole picture, and i am SURE that there are tons to make cheney and co. look very very bad. The CIA considers these documents to be private, i dont know there reasoning..... Im am begging for a truth commission, a bi partisan one, like the 9/11 commission, with statesmen not partisan, and lets see what happens...... the truth shall set you free.... and it will come out, it always comes out. Its the Holder's call to hold these people accountable, and it may not happen (judging from obama's posturing, it doesnt seem they have the stomach for it which would be unfortunate since no one is above the law)..... but at the very least, their name and legacy will be forever in the mud..... might be good enough punishment.

Now, a month later, Pelosi is attacking career CIA officials for lying to Congress, and other Democrats are scrambling to distance themselves from her. Meanwhile, the Obama administration has pulled back on threats to prosecute Bush-era lawyers, reversed itself on releasing photos of alleged military abuse of prisoners, and embraced the use of military commissions to try captured terrorists. The administration now looks irresponsible when it lives up to candidate Obama's rhetoric, and hypocritical when it vindicates Bush policies the candidate attacked.
So while some Hill Republicans were fretting about getting a positive message
out and others were launching substance-free listening tours, while GOP operatives were wringing their hands about whether Republicans could recover from the Bush years, and while most senior Bush alumni were in hiding, Dick Cheney--Darth Vader himself, Mr. Unpopularity, the last guy you'd supposedly want out there making the case--stepped onto the field. He's made himself the Most Valuable Republican of the first four months of the Obama administration (ably assisted by a few bold denizens of the Hill like the ranking Republican on the House intelligence committee, Pete Hoekstra).
Of course, this has resulted in some Republican political operatives' doing what they do best: complaining, on background, to the media. "As Cheney Seizes Spotlight, Many Republicans Wince," was the front-page headline in Thursday's Washington Post. Two Republican "strategists" spoke "on the condition of anonymity in order to be candid." Profiles in courage! One of them opined that Cheney is "entirely unhelpful." The other elaborated, "Even if he's right, he's absolutely the wrong messenger. . . . We want Bush to be a distant memory in the next election."
To have such a juvenile understanding of political dynamics, you'd have to be a prominent "Republican strategist." You might actually have both the Dole and McCain campaigns under your belt. Or perhaps you were one of those who encouraged the Bush White House to assume a fetal position on most issues in its second term and not fight back against slanders or defend their people, because to do so would spotlight the "wrong" issues or people.
But of course an intelligent and knowledgeable advocate--even if he's personally not so popular--can do a lot to get an issue front and center. And the debate of that issue can do political damage to the existing administration and its congressional allies.
The real question any Republican strategist should ask himself is this: What will Republican chances be in 2012 if voters don't remember the Bush administration--however problematic in other areas--as successful in defending the country after 9/11? To give this issue away would be to accept a post-Herbert-Hoover-like-fate for today's GOP. That's why Republicans should listen carefully when Cheney gives a speech this week in which he'll lay out the case for the surveillance, detention, and interrogation policies of the Bush administration in the war against terror.
Now it's of course the case that Republicans have to do more than fight back. They need a forward-looking agenda in all areas. They can't just defend themselves against slanders or point out the flaws of their opponents. But they do have to fight back first.
After all, if you're behind on the scoreboard, and your defense is on the field--there's nothing better than to jam up a couple of running plays, sack the quarterback on a blitz, and force a punt from bad field position. The momentum changes as your offense takes over with a shot at putting some points on the board. Dick Cheney probably won't be the glamour quarterback of the Republican comeback. But he's proving to be a heck of a middle
