NYC Outlaws Smoking in Bars/Restaurants

I was watching da news and I wasnt quite clear if they said it passed or it moments away from passing. What you guys think? Personally, I think its bullshit in bars, restaurants I can understand but I do feel the desicion should be in the hands of the establishments owner/s.

YEAYY they did start it! in nassau county!
this past saturday i went to a couple of
cheesy bars in rockville center
and every1 was outside puffin!
good thing now my hair wont reak of ciggs
