Its a few guys in Russia that have created a program to keep track of who downloads illegally. Its not to scare the regular guys, but actually started complying a list of people from numerous countries governments.
Torrent files have been downloaded from the offices of the Recording Industry Association of America (RIAA), along with the U.S. Department of Homeland Security.
